Jerra L. Juliano, LCSW
Lead Mitigation Specialist

Jerra L. Juliano is the founder and principal consultant of Fidelis Mitigation Consulting, LCSW. A Licensed Clinical Social Worker (LCSW), she earned her Master of Social Work from New York University’s Silver School of Social Work and has satisfied all New York State clinical requirements to independently diagnose mental health conditions, provide psychotherapy, and develop assessment-driven treatment plans.
Since 2017, Jerra has served as Lead Mitigation Specialist and Psychotherapist at Fidelis Mitigation Consulting in New York. In this role, she provides psychotherapy to approximately 24 clients per week using integrative, client-centered treatment modalities. She oversees the quality of all clinical reporting, supervises a team of social workers, and serves as the lead clinician and administrator for the firm’s forensic defense advocacy practice.
Jerra conducts comprehensive biopsychosocial assessments, collaborates with legal defense teams, and produces trauma-informed mitigation reports that provide the court with clinically grounded context for her clients’ legal involvement. She also develops individualized treatment plans, refers clients to appropriate community-based services, and monitors both compliance and clinical outcomes. Her work is designed not only to support legal advocacy but also to foster long-term behavioral change and reduce the risk of recidivism.
Jerra’s background includes extensive training in forensic social work, developed during her tenure as a Forensic Social Worker with The Legal Aid Society in Queens, New York. Her broader clinical experience spans substance use prevention counseling, discharge planning, case management, and clinical supervision across a range of institutional and community-based settings, including jails, hospitals, schools, and mental health clinics.
In addition to her clinical practice, Jerra is an ordained Interfaith Minister. She studied at The New Seminary and was ordained in 2004 by The Interfaith Temple at the Cathedral of Saint John the Divine in New York City. Since then, she has remained actively engaged in social justice work, organizing fundraisers and advocating for marginalized communities.
With a career rooted in both compassion and clinical practice, Jerra is uniquely positioned to investigate, assess, and advocate for individuals navigating the criminal legal system. Her ability to identify mitigating factors and provide the court with compelling, evidence-based recommendations makes her an invaluable resource for attorneys, clients, and communities alike.
She believes that meaningful rehabilitation begins with empathy, evidence-informed care, and a commitment to restoring human dignity.
